What is APPA?

Gary Hinzman is the President of the American Probation and Parole Association. He was elected in 2005 to serve a two year term commencing July of 2007 until July of 2009. APPA is affiliated with the Council of States Government. As the President of APPA Hinzman also serves on the CSG Executive Board.

APPA is a national organization with over 35,000 members that represents the interests of the professional field in the USA and abroad. It works closely with the federal and state governments to develop innovative programs that can be transferred from one jurisdiction to another. In this lead role Hinzman has worked closely with other national organizations such as the Urban Institute of Washington, D.C., the PEW Charitable Trust, the Manhattan Institute of NYC, on groundbreaking innovations. APPA also works closely with other professional organizations such as International Chief’s Of Police Association, the National Association of Probation Executives, and the American Corrections Association. He is also a member of ICAP, NAPE, and ACA and was worked on several national projects with them. Hinzman has worked with many national think tanks whose works have been published extensively.

In his professional role Hinzman has written or co-authored many published articles. Currently he is working with Dr. Mario Paparozzi (University of North Carolina at Pembroke) to publish a text book on probation. APPA is sponsoring and endorsing this work which will be published by a major publishing company.

Hinzman has represented APPA internationally by lecturing to professional groups, addressing the courts in Eastern European countries, and by negotiating international agreements and affiliations between professional organizations. On several occasion he has sponsored the travel of foreign delegations throughout the USA but specifically to Cedar Rapids, Iowa.

Hinzman has traveled to Australia, Canada, England, Germany, France, and Poland, on several occasions to present at International Conferences and work with local officials on policy issues. He has also sponsored international delegations to come to the USA including Polish, the Caribbean Island Nations, American Pacific Islands, British, and Canadians.

His own probation department headquartered in Cedar Rapids, Iowa is considered one of the best in the country.
